DFI provided inspection and subject matter expertise for inspection of the foundations, proprietary concrete mix and welding and coating means and methods for the water storage tower, located in Calvert County, Maryland. In addition to inspection, DFI also monitored for prevailing wage compliance.
Development Facilitators, Inc. (DFI) was responsible for providing Construction Inspection of .75 mil gallon water tower including driven pre-stressed concrete pile deep foundation, concrete pedestal construction, use of superplasticizer, certified welding, weld x-ray inspection and procedures, coatings, site work and related 12-inch Ductile Iron Piping (DIP) installation. Additional inspections included the pump house, valve vault and bypass installations, site grading, access road preparation, paving, chlorination room, back-up generator, tie-into existing well and associated electrical.
The resident construction inspector was on-site for all work associated with the construction, conducted prevailing wage certified payroll field audits and Minority Business Enterprise (MBE) reporting. The assigned inspector acted as a liaison for the Calvert County, Department of Public Works (DPW) and provided inspection for all items for compliance with project plans, specifications, submittals. and other contract documents. The inspector reviewed and commented on Requests for Information (RFIs), reviewed and made recommendations for payment of contractor pay applications, reviewed modifications, change proposals, defective work, testing, system start-ups, prepared daily logs, maintained records, Operations and Maintenance (O&M) Manuals, substantial completion and conditional acceptance.
