Development Facilitators, Inc. (DFI) provided survey services to develop a base map drawing for design of approximately 3,600 linear feet of new roadway and redesign of approximately 800 linear feet of existing roadway located in Hagerstown, MD. The survey services required for this project required boundary and topographic surveys for approximately 28 individually owned properties abutting Frederick Avenue (MD Alternate Rt. 40), including the improvements within Frederick Avenue and multiple commercial properties adjoining East Oak Ridge Road and Villa Ridge Drive.
All surveys utilized GPS and Robotic Total Stations and were based on the Maryland State Plane Coordinate System NAD 83 and NAVD 87. Horizontal and vertical survey datum was performed in NAD 83 and NAVD 87 and was prepared in accordance with the Maryland Minimum Standards of Practice.
Prior to collection of survey data, DFI advised Washington County’s Real Property Administrator as well affected property owners via certified mail of the proposed survey work. DFI established a baseline of construction to agree with the centerline of right-of-way and perform field run cross sections at 50 and 100 foot stations. Data collection included locating all public and private utilities, overhead utility lines and poles, storm drain structures and all other physical improvements. DFI provided stakeout of boring locations for utility test pitting and for soil borings for stormwater management and roadway section design.
DFI prepared right-of-way plats, easement plats and written descriptions for the purposes of acquiring offsite public utility easements, grading easements and right-of-way acquisitions that were necessary for acquisition by Washington County. All easement plats and descriptions were prepared in accordance with County Standard Details and Specifications and Maryland State Highway Administration Standards for acceptance by the County and recordation among the Land Records.
