Development Facilitators, Inc. (DFI) provided design services to Washington County Department of Public Works to provide plans and specifications for the construction of approximately 3,600 linear feet of two-lane closed section roadway (expanded to four lanes in future) with sidewalk on one side to connect East Oak Ridge Drive to Frederick Street (US Alternate 40) in Hagerstown, Maryland.  The design process included performing a sight distance analysis at the proposed intersection of Southern Boulevard and Frederick Street (US Alt. 40).  Based upon this analysis, DFI prepared design drawings of the proposed intersection including lowering of US Alt. 40 and grading impacts to adjacent properties, and access points needed to achieve the required stopping sight distance and turning sight distance.  DFI performed an origin-destination study of existing and projected traffic and prepared a report with traffic volumes to support intersection geometry and control design.  The results were utilized to evaluate the US Alt. 40 and Oak Ridge Drive intersections with Southern Boulevard for roundabout design or traffic signal control.  The evaluation included crash rate forecast right-of-way impact level of service forecasts, and long and short term costs for both sceneries.  The project includes performing field run survey for determination of impacted properties and boundary line determination as well as providing topographic conditions and locating important environmental features.  DFI provided for the subsurface utility engineering services to electronically locate, make, survey and map the dry subsurface utilities within the limits of the project.  Right-of-way plats and descriptions for property acquisitions have been prepared by DFI.  The design process includes generating roadway plans, storm drain, stormwater management, grading plans, erosion and sediment control plans and all associated computations and profiles for the 3,600 linear feet roadway specifications, bidding documents and coordination with selection of successful bidder.  The project was designed in accordance with the new State Stormwater Management requirements utilizing ESD design methods, as well as coordinating and securing MSHA approvals and permits, SCD approvals, preparing traffic signal and maintenance of traffic plans, attending meetings, providing construction administration and preparing as-builts plans.

SURVEY SERVICES

Development Facilitators, Inc. (DFI) provided survey services to develop a base map drawing for design of approximately 3,600 linear feet of new roadway and redesign of approximately 800 linear feet of existing roadway located in Hagerstown, Maryland.  The survey services required for this project required boundary and topographic surveys for approximately 28 individually owned properties abutting Frederick Avenue (MD Alternate Rt. 40), including the improvements within Frederick Avenue and multiple commercial properties adjoining East Oak Ridge Road and Village Ridge Drive.  Prior to collection survey data, DFI advised Washington County's Real Property Administrator as well affected property owners via certified mail of the proposed survey work.  DFI established a baseline of construction to agree with the centerline of right-of-way and perform field run cross sections at 50 and 100 foot stations.
