
Charles B. "Butch" Troyer Training Academy, Anne Arundel County, Maryland
Development Facilitators, Inc. (DFI) provided construction management and inspection (CM&I) services for the Charles B. “Butch” Troyer Training Academy, located in Anne Arundel County, Maryland. The $18.8 million project will aid in training current and future law enforcement officers through courses and other learning aids during the training academy process.
DFI assisted in coordination of project activities, while making the effort to maintain construction progress and sound environmental controls. In conjunction with Anne Arundel County’s Department of Public Works (DPW), DFI worked to maintain open communication and transparency to address needs that arose during the project process.
The project included the construction of three new buildings on the 26-acre property. The additions, which reside on 19 acres, consist of a 17,288-square-foot administration building, a 13,109-square-foot fitness building and an 18-by-30-foot water treatment building. A quarter mile long running track with a synthetic outdoor running surface was also constructed on the site. Additional site improvements included the demolition of older structures, earthwork and grading and paving, among other upgrades.
The construction of the academy, which was once utilized by the United States Army and was home to the Nike-Ajax Missile Site W-25, required the abatement and demolition of two underground missile silos, which were critical to national defense. While the first phase of the project is complete, there are plans to expand on the remaining acreage on the property.
In late 2019, the academy held its ribbon cutting ceremony, which included law enforcement, academy cadets and numerous county officials, among others who came to celebrate the event. St. Margaret's Salt Storage Facility, Anne Arundel County, Maryland
Development Facilitators, Inc. (DFI) was integral in the civil design portion and provided construction management and inspection (CM&I) services for St. Margaret's Salt Storage Facility in Anne Arundel County, Maryland. The CM&I service allowed for quick identification and resolution of operational issues raised by the end users. DFI made recommendations to the county to off-set change orders against credits to minimize impact to the project budget and allowed for the completion of a fully functioning facility.

Harmans Dorsey Fire Department, Anne Arundel County, Maryland
Development Facilitators, Inc. (DFI) provided construction management and inspection (CM&I) services for the additions and renovations to the Harmans Dorsey Fire Department in Anne Arundel County, Maryland. DFI’s most significant contribution to the project was the early identification of asbestos material, which required remediation. The company coordinated with the county facilities maintenance for the removal and replacement of failed under-slab storm and sanitary sewer, which exceeded the pipe’s life span.
The project included expansion of the fire station apparatus bay, interior renovations, which included bathrooms, bunk rooms, lockers and offices, as well as site work improvements.

Mt. Hope Convenience Center, Calvert County, Maryland
Development Facilitators, Inc. (DFI) provided construction management and inspection (CM&I) services for the Mt. Hope Convenience Center located in Calvert County, Maryland. DFI provided inspection and verification of contractor pay applications, daily tracking of all 100+ bid line items and quantities, as well as maintaining records using daily reports. In addition, DFI lead coordination efforts with the facility to maintain uninterrupted daily operations, which required night work, and coordination with maintenance of traffic and erosion and sediment control, among numerous other tasks undertaken during the project.
The project included over 20,000 cubic yards of excavation, construction of 600 linear feet (LF) concrete retaining wall, underground storm water management facility, storm drain and the coordination of paving and construction to allow the existing convenience enter to remain open to the public. Other work performed on the site included curb and gutter maintenance, paving, Americans with Disabilities (ADA) compliant access and sidewalks, landscaping, as well as water and electrical services, among other tasks completed.

Underground Storage Tanks, Anne Arundel County, Maryland
Development Facilitators, Inc. (DFI) continues to provide construction management and inspection (CM&I) services for the replacement of underground storage tanks, such as fuel tanks, in Anne Arundel County, Maryland. Included in this work, is the removal of residual products from the tanks, the testing of soils per the Maryland Department of the Environment (MDE) and remediation of contaminated soil.
Locations that DFI has completed replacements and, or removals, include St.Margaret's Yard, Ordnance Road Detention Center, Old Eastern District Police Station, Crownsville Western Roads Yard, Millersville Landfill, Jennifer Road Fueling Facility, as well as the removal of the heating oil tank in Broadneck Library, among numerous other locations.
