Development Facilitators, Inc. (DFI) provided senior construction inspection services for the Woodbourne Water Tower, located in Frederick County, Maryland. DFI provided inspection services for the installation of the concrete foundation, steel assembly and erection, as well as the associated supply and distribution piping.
DFI gave reviews and recommendations for products and performed National Association of Corrosion Engineers (NACE) standard coating inspections during the painting of the water tank. The company also inspected the electrical installation for the county's project management team.

DFI was responsible for overseeing the replacement of two pumps, as well as a new electrical and supervisory control and data acquisition (SCADA) systems, pump pedestals, mechanics and other upgrades. The project included major refurbishments and upgrades to the station.

Development Facilitators, Inc. (DFI) provides full-time project management and multiple resident construction inspectors for the Baltimore County Department of Public Works. The work includes the construction, upgrade and maintenance of pumping stations, water towers, water and sanitary sewer lines, storm drains and related facilities within the county. Responsibilities also include bridge maintenance and construction, as well as environmental compliance. DFI staff is also utilized to oversee critical infrastructure installation in the county's right-of-way (ROW) during development projects.

Development Facilitators, Inc. (DFI) provides over 35 project managers and inspectors to the Washington Suburban Sanitary Commission (WSSC) for utility construction and reconstruction in Prince George's and Montgomery counties in Maryland. DFI personnel are used at the WSSC headquarters, as well as other WSSC locations in the state. Duties include, but are not limited to, state and county relocation contracts, installation and connection of water pipeline systems, sewer relining, landscape restoration and various inspections and documentation. DFI staff assist in emergency response and is also responsible for general oversight of paving restoration. The company has been utilized to provide office and specialty services, such as data entry personnel, computer-aided design (CAD) operators, and ebuilder program experts.
