Development Facilitators, Inc. (DFI) provided comprehensive construction management and inspection (CM&I) services for the construction of the Lake Shore Volunteer Fire Company, located in Anne Arundel County,Maryland. DFI’s contributions included constructability review and analysis, the review and coordination of the critical path method (CPM) construction schedule, conducting and maintaining all project records, including those before construction and installations, as well as progress meetings and other needed project documentation. DFI provided remediation of unsuitable soils, which required additional inspection and coordination to provide a certified foundation.

The company provided management between Baltimore Gas and Electric (BGE) and Verizon for a utility relocation, as well as State Highway Administration (SHA) right-of-way coordination, monitoring the soil erosion and sediment control measures and ensuring that the contractor followed the necessary safety procedures. In addition, another responsibility of DFI’s included addressing complaints, as well as compiling, routing and recommending solutions to address concerns from residents next to the construction site. DFI designated additional site meetings, as needed, to address immediate concerns in a timely manner.

The goal of the building's design is to achieve the Leadership in Energy and Environmental (LEED) Silver Certification. Scope of the project included emphasis on the environmental addition of LEED lighting systems, exhaust ventilation systems and bio-retention stormwater management facilities. The building is 12,678 square foot with pre-engineered metal three-bays and is a drive through fire station with new spaces, such as additional offices and sleeping areas. Specialized inspections which included mechanical, heating, ventilation and air conditioning (HVAC) and Americans with Disabilities Act (ADA) compliance, were among several inspections conducted during the project.
