Development Facilitators, Inc. (DFI) has an ongoing contract with the Maryland Transportation Authority (MDTA).

Development Facilitators, Inc. (DFI) provides inspection and project management for the Maryland Transportation Authority (MDTA). DFI's assigned staff consists of area wide and project specific engineers, specific construction technicians and several inspectors of specialized expertise. Projects with the state agency vary in location and span the entire length of MDTA's right of way. These projects include highway and bridge construction, roadway maintenance, facilities maintenance, and ITS/security projects. DFI is responsible for construction management and inspection, material testing, and record keeping.

Ft. McHenry Tunnel

  • Hydro-blasting and concrete patching of sub-tunnel
  • Installation of heating, ventilation and air conditioning (HVAC) in 20 toll booths and rewiring of existing electric circuits
  • Tie in of thermostats to fit the desired temperatures during winter months
  • Coordination with toll supervisors and MDTA engineers

  • Rehabilitation of 53 bridges
  • Milling of deck surfaces
  • Placement of latex modified deck overlay
  • Repairs to bridge abutments, piers and expansion joints
